Why don’t you try Globin?
Seriously, you can’t afford $3-$5 a month for webhosting?
there is no free web hosting without ads. If you want no ads you have to pay.
There may still be some free, no ad hosting out there.
However, a serious small business really should have it’s own domain name, which means paying the ~$10/yr to register the domain along with the ~$50/yr for hosting (unless you have your own server, a connection/ISP account suitable for hosting, and all that goes with it – which of course would cost much more than $50 per MONTH).
Microsoft Office Live Small Business may fit this category.
I’ve linked their information page below. Before agreeing to their hosting, read every disclaimer on their site to be sure this opportunity is for you.
I’ve not read about any negatives regarding this program, but "free" may include strings.

I would say your start with free web hosting provided by 000webhost. They do not force any ads on your pages.
They provide hosting absolutely free, there is no catch. You get 1500 MB of disk space and 100 GB bandwidth. They also have cPanel control panel which is amazing and easy to use website builder.
You can register here: http://www.000webhost.com/190378.html
They also provide all the tools that you require for free. Once your website becomes popular, and you start making some money off it, you can move it to some paid host.
Try Google Sites. You do not have to pay for a domain or hosting and you can built your site with drag and drop. If you have your own domain you can always forward to to your Google site.
